Assessing the Future of Project MK ULTRA: Balancing National Security with Ethical Boundaries in Psychological Warfare (1953-1973)
The Black Vault Council is a fictitious congregation of top intelligence agencies across the world. The Crisis Committee, in DSMUN 2025, will go back in time and handle MK ULTRA, a failed unauthorised CIA human experimentation program officially sanctioned in 1953 under the directive of then CIA director Allen Dulles, as the Black Vault Council. From the ambiguous death of United States Army researcher Frank Olson to experimentation with hypnosis and LSD, along with numerous human rights violations, delegates across agencies will have to cooperate to address and face the ramifications of the psychological experiment, along with other missions conducted by various intelligence agencies. Alongside MK ULTRA, the Council will tackle interconnected covert operations run by various intelligence communities with several allied and adversary nations beginning to suspect the existence of similar mind control projects within their borders; with the advent of MK ULTRA, The CIA envisioned applications that ranged from removing people from Europe in the case of a Soviet attack to enabling assassinations of enemy leaders. The Executive Board hopes that delegates will have an eventful and productive experience while working towards minimising the repercussions of their agencies’ actions.
CHAIRPERSON
HARSHIL MAKIN
Harshil is currently a 12th-grade student pursuing the IBDP curriculum at the Doon School with mathematics, economics, and physics at the higher level and aspires to pursue a career in the same. With a love for public speaking, Harshil can be seen representing the school in various debates and MUN conferences while serving as the role of the secretary of the Senior English Debating Society. Harshil has represented the school in tennis and athletics, fulfilling his tenure as the school's tennis captain. He is also a member of the editorial board of many publications in school, like the Circle, Infinity, and Echo, and serves as the editor-in-chief of DSTECH. He is also the executive director for the YEC conference. Harshil will be assuming the role of chairperson for this year's conference and hopes that it will be a memorable experience for all delegates.
